It is a classic definition of the word "Á¡Éõ" which can be found in most commentaries of the chapter entitled "Á¡Éõ" in ThirukkuRaL. It reflects the principle contained in a thirukkuRaL verse. The kuRaL is:
Á¢÷¿£ôÀ¢ý Å¡Æ¡ì ¸ÅâÁ¡ «ýÉ¡÷
¯Â¢÷¿£ôÀ÷ Á¡Éõ Åâý.
You should be able to find the given definition in most commentaries, either in the words you have quoted or in words to the same effect.
Dr Mu. Varatharaasanaar says: ¾ÁìÌ Â¡§¾Ûõ þÆ¢× §¿÷ó¾¡ø ¯Â¢÷ Å¡Æ¡¾(Ð) Á¡Éõ. Á¡Éõ «Æ¢Â §¿÷ó¾¡ø ¯Â¢¨Ã Å¢ðÎÅ¢ÎÅ÷.
