Yeah. I agree. Masala is a must. In fact, films like Jeeva relies heavily on the so-called 'sentiment' that gives rise to action.
The list is not my top ten, I just wrote what came to my mind.
Don't forget some of early Jai Shankar movies. And of course, the king of action himself, Arjun. Gentlemen was a good action flick.
Kamal and Rajini actually dominates this section. Their late seventies and early eighties is full of these types of action films.

Do you mean Kuruthipunal doesn't come under Action movie category?
Btw,Kuruthipunal is one of my most favourite movies ..It is a good example of dealing with the problem thourougly without much deviation or 'nunipul meithal' unlike manirathnam movies :)

Kuruthipunal is a crime drama. It deals with issues, about personal integrity, about faith, belief, sacrifices. Action films touch on this, but they are mostly concerned about the movement of the movies. I include classics like Parakkum Pavai and Sivantha Mann which had good story background, but these two film rocks because of the pace and the action scenes.
Sathya is also like Kuruthipunal, though I would rank Sathya's fight sequence as one of the best ever in Tamil film history. But the one thing that sticks to our mind is the (Spoiler alert for those who has not seen Sathya [and if you haven't where are you from]) betrayal by the politician he serves. The very man who is supposed to be the healer of the society becomes the poison - to Sathya's eyes. I haven't seen both of these movies Hindi original, but I keep hearing that the Tamil version is better.
As for 'numpul meithal', ahem, no comments. All I can say is Kamal, as a director, is of equal calibre as Mani. I have issues with Kamal the serious-movie scriptwriter (Hey Ram characterisation, I got problem), but nobody can equal (contemporary) him on comedy screenplay. Mani, when he is not writing the dialogue, is ok.
As for touching issues...its subjective. Many like Oliver Stone, many loath him. I didn't like it when Spielberg did serious stuff (Schindler was okay, but Saving Private Ryan, while technically brilliant, is pretentious), but many will disagree.

As a script writer Kamal excelled in Devar Magan and Kuruthipunal..Kuruthipunal has excellent peice of dialogues like "Veeramna Enna theriyuma !Payam Illatha maathiri Nadikkurathu " and many more dialogues between kamal and nasser.
kamal has very good writing skills .Interesting thing is he has two levels of writing .
1.Uncomplicated and easily understandble eg : Devar magan dilogues ,'Unnai vida' song from Virumandi
2.Complicated and hard to understand - dialogues in Heyram ,His 'Puthu kavithai' stuff he used to write in Vikatan kind of magazines ,which is very hard to understand for all.
I always want kamal to focus more on first category
we dint have an action director like govind nilhani anytime in our cine industry i guess!
