One doubt..
In the sequence where Jagdish eliiminates the 12 sleeper cells, his team splits to 2 groups of 6 and then 4 groups of 3 members each. If a 3 member group is following a sleeper cell and he meets another sleeper cell, how will the 3 members split without knowing which sleeper cell will meet a new one?

We can assume that when 2 sleeper cells meet at a place, that place is one among the targetted 12 locations(or atleast close to it). Since the 12 places of attack is known to Jagdish he will possibly tell the 3 member team to split in such a way that only one member remains with the sleeper cell who is closer to the immediate place of attack. The other sleeper cell (who will now be followed by 2 from Jagdish's team) will have to possibly go to the next location of attack to meet the next sleeper cell.
This argument will hold good only if the sleepr cells meet at points closer to the places of attack .
