It is indeed stunning how Raja is able to balance his need for innovation / experimentation with the business needs of delivering 'hit' songs for these heroes. When you observe how other MDs have given songs for these mega action heroes and compare Raja's output, you can clearly see how Raja has innovated within this framework and provided top class music even in films which are mainly vehicles for the heroes to demonstrate their super-heroness. Think about 'pesa koodadhu', 'vaa vaa pakkam vaa', 'vellai pura onru' or the one that I am listening to now, 'sandana katre, senthamizh paate'. Very rarely would you find such songs in 'action' movies, in any language. But if you take Raja's songs with Rajni or Chiranjeevi you can find some outstanding experimental and innovative songs, which you can easily include in his top songs. Unlike other music directors who prefer to play safe when mega stars and action movies are concerned, Raja takes this as a challenge and delivers in a big way.
