I would blame the costume designer rather... His pants were placed well higher and legs looked long... Kinda not suiting ! Rather if he had opted for some low hip style plus pencil fit pants things would have different. Also his hair wasn't as much trimmed as in Gun. And he didn't shave his beard...

Add these corrections and i could imagine a stunner from thalapathy

it all belongs to good costume designer and director,thuppaki perfectly match

My honest opinion is that police costume doesnt suit vijay for some reason. This is down to his great physique and shape which is why Army role suited him in Thupakki.
