The raga is Khamaj ( or khamaj with slight variation in movie versions).

From Sruthilayalu(Telugu)
Alokaye Sri Balakrishnam Saki Ananda Sundara ThaNdava Krishnam......
This is a Sanskrit compostion from Krishna Leela Tarangini by Narayana Theerthar, a 17th/18th century composer who lived in Kaveri Delta ( now known as Tanjore District).
It is Raga Huseni (carnatic).

SHAAN (1980)
Shaan was directed by Ramesh Sippy after the super success of his previous venture, Sholay. The story was written by Salim-Javed. The film was expected to match the success of Sholay but failed to do so. The film however, ran to packed houses in its re-runs and made a lot of money. Ramesh Sippy did obtain the services of Sholay's music composer, R.D. Burman, whose songs for the film provided it with a Best Music nomination at Filmfare. The songs became super hit in the year 1980. The usage of synth and electric guitar is just superb in this movie. (Lyrics are by Anand Bakshi.)

A magnificent composition by R D Burman that is strangely obscure in spite of his enduring popularity to this day. Maybe it's because it's sung by Rafi than the usual favourites of the RD camp.
Baharon ke Sapne is as such a great soundtrack. Lata Mangeshkar also has two great solos.

In reading about Indian festivals I came to understand that large scale celebration of Vinayak Chathurthi began in Maharashtra.
