Looking at the poster, I think its neither Tik Tik Tik nor Oru Kaidhiyin Dairy. Eventhough both films starred Radha/Kamal; in the poster RHS Kamal looks like a Coolie (maybe a remake of Amitab's Coolie was on cards). Something went wrong that the film was never made, instead BR made the Dairy movie with the same team.
I also found this article, which confirms my thoughts.
Apparently it was character artist Illavarasu's first movie and according to this article :
"His first movie was Top Tucker starring Kamal Hassan and Radha which never saw the light. He next acted in Oru Kaithiyin Diary."

Bharathi Raja had made Kaadhal Oviyam which got released in April 1982 but it failed at the box office. BR who was very passionate about Kaadhal Oviyam felt so bad that he wanted to take "revenge" on the movie going public and made Vallibame Vaa Vaa with Karthik and Radha that hit the screens on Deepavali day of 1982. It also bombed at the BO.
After Tik Tik Tik [that came out on Nov 7th of 1981], Kamal had agreed to do a film for BR with Radha being the pair. Vaalibame Vaa Vaa had a song on the lines of Tucker Tucker Tuckerda top Tucker tuckerda and the film with Kamal was named as Top Tucker by BR. A song [club song] was picturised on Kamal after which there was no further progress as it was rumoured that BR was not ready with the complete script and whatever that was there was not to the liking of Kamal.
Meanwhile Kamal after Ek Duje Ke Liye in 1981 and Sanam Teri Kasam in 1982, had become more engaged in Hindi films and this film was almost shelved. He had only two releases in Tamil, Sattam and Thoongathe Thambi Thoongathe and Sagara Sangamam in Telugu in 1983 and only Enakkul Oruvan in 1984. Bharathi Raja had gone ahead and made Mann Vasanai in 1983 and Puthumai Pen in 1984.
Bhagiyaraj, the sishya of BR had not worked with him after Puthiya Vaarpugal [1979] as he had started directing his own movies and was at the pinnacle of glory in the second half of 1983 after the release of Mundhanai Mudichu. But as fate would have it, his wife Praveena passed away in Sep 1983 and he was very upset. He had announced his next film Dhavani Kanavugal and that had fetched a record sale of 1.34 crores from the distributors side even before anything was finalised. But Bhagiyaraj could not concentrate on anything.
At this time Bharathi Raja came to his side and to make him come out of the sorrow, goaded him and persuaded him to write the script of a film based on the one liner that Bhagiyaraj had told Bharathi Raja some time back. Thus Oru Kaithiyin Diary script got written and Kamal after hearing the screenplay gave the go ahead nod and with Radha already there, Revathi was also roped in as the pair for the son character. The club dance song that was picturised on Kamal [SPB sang it but I am not getting the start of the song right now] was included in OKD and the film after completion of shooting was released during Pongal 1985.
Bhagiyaraj meanwhile got married to Poornima in Feb 1984 and started Dhavani Kanavugal which got released in Sep 1984 after which he took Oru Kaidhiyin Diary in Hindi as Aakhri Raastha.

I found a titbit too. 1984 film Khabardaar starring Amitabh Bachan as a doc and Kamalhaasan as cancer patient ....... almost completed and never released as the subject was the controversial mercy killing @ euthanasia.

Actor-director Kamal Haasan was bestowed with the Shifa Aljazeera Excellence Award for MultiFaceted Contributions to Indian Film Industry in Abu Dhabi yesterday. Malyalam stars Mammootty and Jayaram were also present at the award function.
Kamal Haasan has worked in several languages besides Hindi and has also won several accolades for the same. The south star has acted in Tamil, Telugu, Kannada, Malayalam, Bengali and Hindi films. Kamal Haasan is the one and only actor to have bagged more than 18 Filmfare awards.
