Sir, I do not understand logically those statements.. Please explain me in a better way so that I can understand.

An atheist is someone who says there is no god, disaster or not. So, he doesn't have to criticize god for disaster. He might remind the public that their god did not save them, but that will be rude. KH did not do that,

//That will be done by theists, who can't believe their god can be a spectator to or perpetrator of such disasters. //
One who questions God, should be a theist, because it takes the belief of god's existence to question god.
