Nice to see everybody coming up with further questions on what is the crieterion...
I LEAVE IT TO YOU ALL TO APPLY YOUR MIND AND COME OUT WITH THE ANALYSIS OF THE MOVIE WHICH IN YOUR ASSESSMENT IS THE BEST ONE.
Once you bring in your assessment... ( it has to be a detailed assessment ) , automatically debates and countering / justification will be made ...
This is my humble opinion
We need not fix cut off period.... It can come up to today's Autograph also

Ok friends...
Let me put Pillayar Suzhi to this
I thoroughly enjoyed the movie... IRU KODUGAL.
This movie had all the elements which makes a successful movie lik e:
1. Nice theme
2. Good screen play
3. Lovely songs
4. Great direction
5. Wonderful acting
6. No aabasam
7. Nice characterisation
Here , Gemini had played a very subdued role and Sowcar.. a very majestic and dominating role...
THis movie also had Jayanthi playing second fiddle but a very important role in shaping the fortunes of the movie.
Its a different story ....
At one stage... the audience will love to have both Sowcar and Jayanthi live together but KB gives practical solution at the end
Excellent movie..
It was complete in all aspects...

These are Grand movies:Chandralekha, VanjiKottai Valiban, Avvaiyaar, Aayirathil Oruvan, Veerapandiya Kattabomman, Karnan, Roja, Bombay, Thiruda Thiruda, Jeans, Mudhalvan, Anniyan, Ulagam suttrum vaaliban etc.
Devotional films are also great: Thiruvilayadal, Thiruvarutchelvar, Thirumal Perumai, Saraswathi Sabatham, Agathiyar, Dasavathaaram etc.
More emotional, sentimental films like Paasamalar, Deiva magan, Gowravam, Vietnam Veedu, Kai kodutha Deivam, Karpagam, Kizhakku Seemaiyilae.
Let us avoid too sentimental films like Chinna thambi
Comedy films: Kaathalikka Neramillai, OOty varai uravu, Bale Paandiya, Aduththa veetu pen, Ullaththai alliththa, Michael Madhana Kamarajan.
Musical/Classical movies like Sindhu Bairavi, Thillana Mohnaambaal may be included.javascript:emoticon(':)')
Different kind of story telling movies: Andha Naal, Nenjam Marappathillai, Vennira Aadai, Pudhiya paravai etc.
Movies which talk social issues like Thanneer-Thanneer
I feel movies like Kalyana Parisu, Nenjil Oar Aalayam, Mullum Malarum, 16 vayathinile, Uthiripookal, Naayagan, Mahanathi, Devar Magan, Azhagi must be listed in Top 25 films.
Let us avoid dubbed & remakes even though some like Kuruthipunal are too good.

Really good list you prepared with more efforts. I think I can add some more in each category:
Grand movies: Nadodi Mannan, Kappalottiya Thamizhan, Adimai penn, Sivandha Mann.
Devtional: Kandhan Karunai, Aadhi Parasakthi
Emotional oriented: Thanga pathakkam, Rajapart Rangadurai
Comedy oriented: Uththaravindri Ulley Vaa, Avvai Shanmugi, Thenaali, Pammal K. Sambandham. Pancha Thandhiram.
Music/ Classic: Konjum salangai
Different type story: Kaathal Kottai, Oru kaithiyin Diary, Apoorva Raagangal
Movies which talk social issue... Indian
and somany still have to search in various categories. is it possible..?
It will be easy for us to select, by changing the topic as 'TOP-250' instead of TOP-25'.

After writing this only I thought about the missed films
some of them you mentioned. I wish to add some more
to the list. BaluMahendra's movies are missing: Veedu, Moodupani, Moonraam Pirai.
Mahendran's films such as Nandu, Metti, Kai kodukum kai.
Thrill movies such as Nooravathu naal, Uchchakattam, Sigappu Rojakkal etc.
Other Bharathi Raja's movies not listed earlier are: Mudhal mariyaathi, Kaadhal Oviyam, Alaigal Oyvathillai, Karuththamma.
Of course the list may go even beyond 250 and we can decide the required number after listing all.
We can add films such as PulanVisaaranai, Captain Prabhakaran, Aboorva sagotharargal, Uththama Puthiran, Enga Veetu pillai
I haven't listed movies such as Salangai Oli, Sippikul muthu (Pesum Padam !!!) etc.as they were dubbed from other languages
What about Fazil's movies? Most of them have been remade from Malayalam even though they are very good.

I wish the movies which we all should address SHOULD BE EXCEPTIONALLY GOOD...
In fact I have highlighted what probable criterion we can apply for assessing or evaluating a movie.
In my opinion, Kai kodutha deivam, Paasa malar,
Nayagan , Mouna Ragam , Thiruvilayaadal , Pudhiya paravai,
Moonrampirai , Salangai oli ,Thilaana moganambal , Autograph , Unnal Mudiyum Thambi , Mudhal Mariyaadhai , Vedham Pudidhu , etc etc
The ones listed above by me , are they not exceptionally good ones ??

top 25 films
This topic is difficilt for selection
anyway my consider the film should be catogerise
1. give good message for maas
2. direction music and acting should perfectly carrout his message
3. unwanted super acting spoil the character and spoil the message
tamil artists is not so popular in all india level because their acting skill is completely different most of them dramatically acting that is nonsense for many specially sivaji padmini savithiri all are dramatic wise acting, but sivaji can do all sorts acting but the tamil cine media and some tamil people spoil him,
so dont argue the top film catercrise by acting u (some tamil)expect
i cant select as a best film for Veerapandiya kataboman, karnan, Thagapathumai(only we can enjoy)
But i can select as Pavamanippu, pagaperivenai
