Balaji was among the few biggies that were still with MSV, after the IR-juggernaut. (Muktha Srinivasan was perhaps the only faithful who never went to rAsA). So, the frustration is understandable. After all, he wasn't St.MSV

One reason the Balaji - Raja combo may not have worked out for that film could be because Balaji would have wanted Raja to transpose (better word for copy
) songs from the Telugu movie. Balaji always made copied movies I think and Raja may not have agreed to copy the tunes. Hence GA?. In this movie which GA was the music director, one song, "vandanam abhinanadanam" was copied from the Telugu original.
Ofcourse this is all IMO. I have no clue what happened but that Raja refused to be the MD, while GA became the MD and a Telugu original creeped in gives me this thought.

why did they even need an MD for transposing/ copying ? they could have simply used the same MD chakravarthy ! doesnt make sense to me

As Gangai Amaran himself explains in the youtube video, that was precisely the reason why Balaji didn't go to MSV but to him (re-use the Telugu songs in Thamizh, as rights had been purchased wholesale and he just needed a cheaper local musician to record the dubbed songs).
GA himself admits that he re-used "only the pallavi" of mazhaikkAla mEgham onRu and I myself had heard the Telugu original of this
Now, as you confirm, GA wasn't honest on that video to admit yet another re-use. Still, to his credit, he tried hard to convince Balaji for inclusion of his own stuff - like Devi Sridevi. And, the song 'neela vAna Odaiyil' is perhaps the best one from GA in his career.
However, the phenomenon of "Balaji-stopped-working-with-IR" happened much before this movie. He did 3 movies with IR - deepam, thyAgam & nallathoru kudumbam - all Sivaji movies (and had TMS songs). And then stopped working with him, went back to MSV. Never came back to IR, per my memory.
A wild guess...It could have been due to the IR-TMS thingy, because of which rAsA wasn't composing for Sivaji movies themselves for a few years , i.e. until MV was found acceptable for veLLai rOjA...or Sivaji accepted the compromise for Prabhu's sake...whatever. OTOH, Sivaji's friend, Balaji, wasn't in a mood to go back to IR - possibly because he had success with MSV & then with GA / S-G (the biggest "non-star" hit of Balaji in the 80's, vidhi, had Shankar Ganesh).

So, Muktha too finally went to IR (may be demanded by MR)...however, around this time MSV himself worked with IR for MTK
