Thats what I also feel.
Thalaivar has always been a Pan-Indian or at least a Pan South Indian star. Tamil version of his movies get released on the same day in Kerala and do well. Telugu dubbed movies get an equally big opening in Andhra. Both Tamil and Telugu versions are released in Karnataka and Bangalore has never let him down. This is going to work really well for Utthama Villian as Ramesh Aravind is also a popular figure there. But by remaking a movie which was already made in other 3 languages and watched by audiences, why is he restricting himself this time, to TN market alone? I can understand if this movie is targeted at B and C centers of TN but that will not be the case for any KH movie. Earlier, he did the same with Munnabhai which was also remade thrice. But when Vasool Raja released, it was the first remake & did better than Shankardada and Uppidada. The last of the remakes, Uppidada flopped. If he is also planning to do the Hindi version of Drishyam, it is understandable. The reach will be much bigger. Being a low budget movie, he would not have any issue recovering the budget.
