The Legion of Honour, or in full the National Order of the Legion of Honour (French: Ordre national de la Légion d'honneur) is a French order established by Napoleon Bonaparte on 19 May 1802.
The Order is the highest decoration in France and is divided into five degrees:

1) Chevalier (Knight),
2) Officier (Officer),
3) Commandeur (Commander),
4) Grand Officier (Grand Officer), and
5) Grand Croix (Grand Cross).

The order's motto is Honneur et Patrie ("Honour and Fatherland"), and its seat is the Palais de la Légion d'Honneur on the left bank of the River Seine in Paris

History of the award


In the French Revolution all French orders of chivalry were abolished, and replaced with Weapons of Honour.
It was the wish of Napoleon Bonaparte, the First Consul and de facto military dictator, to create a reward to commend civilians and soldiers and from this wish was instituted a Légion d'Honneur, a body of men that was not an order of chivalry, for Napoleon believed France wanted a recognition of merit rather than a new system of nobility.
The Légion however did use the organization of old French Orders of Chivalry, like the Ordre de Saint-Louis.
The badges of the legion also bear a resemblance to the Ordre de Saint Louis, which also used a red ribbon.

The Légion was loosely patterned after a Roman Legion, with legionaries, officers, commanders, regional "cohorts" and a grand council. The highest rank was not a grand cross but a grand aigle (great eagle), a rank that wore all the insignia common to grand crosses. The members were paid, the highest of them extremely generously:

5,000 francs to a grand officier,
2,000 francs to a commandeur,
1,000 francs to an officier,
And 250 francs to a légionnaire.

Napoleon famously declared, "You call these baubles, well, it is with baubles that men are led… Do you think that you would be able to make men fight by reasoning? Never. That is good only for the scholar in his study. The soldier needs glory, distinctions, rewards." This has been often quoted as "It is with such baubles that men are led."

The order was the first modern order of merit. The orders of the monarchy were often limited to Roman Catholics and all knights had to be noblemen. The military decorations were the perks of the officers. The Légion, however, was open to men of all ranks and professions. Only merit or bravery counted. The new legionnaire had to be sworn in the Légion.

It is noteworthy that all previous orders were crosses or shared a clear Christian background, whereas the Légion is a secular institution. The jewel of the Légion has five arms.

Legal status and leadership

The Legion of Honour is a national order of France, meaning a public incorporated body. The Legion is regulated by a civil law code, the Code of The Legion of Honour and of the Military Medal. While the President of the French Republic is the Grand Master of the Order, day-to-day running is entrusted to the Grand Chancery (grande chancellerie).

There are five classes in the Legion of Honour :

Chevalier (Knight): minimum 20 years of public service or 25 years of professional activity, and "eminent merits"

The order has had five levels since the reign of King Louis XVIII, who restored the order in 1815. Since the reform, the following distinctions have existed :

Three ranks :
Chevalier (knight): badge worn on left breast suspended from ribbon.
Officier (Officer): badge worn on left breast suspended from a ribbon with a rosette.
Commandeur (Commander): badge around neck suspended from ribbon necklet.

Dr.M.G.Ramachandran





Maruthur Gopala Ramachandran (January 17, 1917 – December 24, 1987), popularly known by his initials MGR. , was a Tamil film actor, producer and politician. As a well known humanist, he served as the Chief Minister of Tamil Nadu from 1977 until his death in 1987.

M. G. R. was born in Nawalapitiya near Kandy, British Ceylon (present day Sri Lanka), to Gopalan and Maruthur Satyabhama. His family was originally from Vadavannur, Palakkad, Madras Presidency (later part of Kerala), but his father had migrated with his family to Sri Lanka. After the passing away of his father MGR along with his mother and brother came back to India and settled in Kumbakonam (Madras Presidency now part of Indian State of Tamil Nadu). He studied till his third class (Five years of primary education) and due to extreme poverty had to go for work to earn a living. He joined a drama troupe called Original Boys Company. Later, he entered the world of cinema, becoming an actor, and later a director, producer and editor, acting in more than 125 movies and becoming a great actor. He went on to win many awards for his performances including the National Award for Best Actor for his performance in a Tamil Language Movie "Rikshawkaran" in 1972. He was also awarded the India's Fourth Highest Civilian Honour "Padma Shri" by the Government of India in 1960 which he declined to accept.

He was initially a member of the Indian National Congress but later joined the Dravida Munnetra Kalazham (Dravidan Progressive Federation) led by Dr.C.N.Annadurai. Till 1972 he worked very hard for the success of the DMK and later founded a new political party Anna Dravida Munnetra Kazhagam (ADMK) which was later renamed as All India Anna Dravida Munnetra Kazhagam (AIADMK). MGR served as the Chief Minister of Tamil Nadu from 1977 to 1987 for three consecutive terms. He was awarded a Honorary Doctorate by the University of Madras and The World University, Arizona, USA. After his passing away in 1987, he was posthumously awarded the India's Highest Civilian honour "Bharat Rathna" in the year 1988.

Prof. R. Tatacharya awarded the ‘Chevalier de la Légion d’Honneur’

Professor Navalpakkam Ramanuja Tatacharya, professor and associated researcher at the French Institute of Pondicherry, is a leading authority in the fields of shastras (sciences) that are the Nyaya, the Vyakarana, the Mimamsa and the Vedanta.

In recognition of his scholarly achievements, he was conferred the prestigious title of ‘Chevalier de la Légion d’Honneur’ from the Government of France in a ceremony which was held at the French Consulate in Pondicherry on 12 July 2012, in the presence of his Excellency, Mr. François RICHIER, Ambassador of France in India.

S. Ramanujan, former professor of drama, and theatre artiste, M. S. Gandhi Mary, Tamil teacher and theatre artiste, Lycee Francais of Puducherry, who received the Chevalier Award of French Government, and S. Muruga Bhoopathy, theatre artiste, who received Yuva Puraskar award of Sangeet Natak Akademi, New Delhi, were honoured at the World Theatre Day 2013 celebration at South Zone Cultural Centre here on Wednesday.

But if you turn back the pages in the history of Pondicherry , this man has an lot of involvements in the growth of Pondicherry .He is one of the most important person who was responsible to initiate the growth of education system in Pondicherry .

Please check the list yourself....Those whoever was given by the Government of France where worth the award. Also, the names that you had mentioned and in the award list were heredetorily also part of France regiment.

It is not easy to get an international recognition !

Lot of research about the candidate and inspection / verification would go in and only the deserved would get.

He studied dance under the tutelage of late Pondicherry M.S Nathan, Kalakshetra, Ram Gopal, vocal music at the tender age under his grand father Gnanamani Pillai and veena under Gurus Chidambaran Kaumati Sankara Iyer, Rajeshwari Padmanaban and Ranganayaki Rajagopalan.
He has also received Gold Medal & 1st Class Diploma, CHEVALIER Award from the French Ministry.

தேர்ச்சி பெறாத மாணவர்களின் திறன் அறிந்து முன்னேற்றும் முயற்சி

உயர்ந்தாலும் தாழ்ந்தாலும் தலை வணங்காமல் நீ வாழலாம்

- என்று வேட்டைக்காரன் படத்தில் எம்.ஜி.ஆர் பாடல்.

மதிப்பெண் பெற்று சாதனை படைத்த மாணவர்களை, பாராட்டி பரிசு வழங்க அரசும், மற்றும் பல வசதி படைத்தோர்களும், அமைப்புகளும் உடனடியாக செய்ய முன்வருகிறார்கள்.

இன்றைக்கு 100 மாணவர்கள் 1ம் வகுப்பில் சேர்ந்தால், அதில் 14 பேர் மட்டுமே மேல் படிப்பிற்கு செல்கிறார்கள். மீதம் இருக்கிற 86 பேர் 5ம் வகுப்பில், 8ம் வகுப்பில், 10ம் வகுப்பில், 12ம் வகுப்பில் இடைநிற்றல் என்ற நிலை தான் இருக்கிறது. இந்த நிலமை, எம்.ஜி.ஆர் அவர்கள் காலத்தில் 95 சதவீகதமாக இருந்தது.

எம்.ஜி.ஆர் அனைவருக்கும் வாத்தியார் என்று சாதாரண மக்களாள் புகழப்பட்டவர், இந்த 95 சதவீகிதம் பேர்களுக்கு வாத்தியாராக இருந்து அவர்களை பக்குவப்படுத்தி, திருத்தியவர், வாழ்க்கையில்

நேர்மையாக வாழவேண்டும்,
தைரியமாக வாழவேண்டும்,
சிரித்து வாழ வேண்டும் பிறர் சிரிப்பில் வாழ்ந்திடாதே,
உழைத்து வாழவேண்டும் பிறர் உழைப்பில் வாழ்ந்திடாதே
என்று சொன்னவர்,

நாடென்ன செய்தது நமக்கு என்ற கேள்விகள் கேட்பது எதற்கு, நாம் என்ன செய்தோம் அதற்கு என்று நினைத்தால் நன்மை உனக்கு என்று சுட்டிக்காட்டியவர்.

அவர்தான் 1960 முதல் 87 வரை லட்சக்கணக்காண இளைஞர்களுக்கு இலட்சிய தாகத்தை விதைத்தவர், மக்கள் மனதிலும், அவர்தம் வீட்டிலும் இடம் பெற்றவர். மறைவிற்கு பின் 27 வருடம் மக்கள் மனதில் நீங்கா இடம் பெற்றிருப்பவர்.

அப்படிப்பட்ட எம்.ஜி.ஆர் அவர்களது கனவை நனவாக்க, படிக்க வாய்ப்பிழந்த, தேர்வில் தோல்வியடைந்த இளைஞர்களை கண்டறிந்து அவர்களை பக்குவபடுத்தவும், அவர்களது தனித்திறனை கண்டுபிடித்து, அவர்களுக்கு ஏற்ற தனித்திறன் பயிற்சியை அளிக்கவும் இதயக்கனி எம்.ஜி.ஆர் பவுன்டேசன் உழைக்க வேண்டும் என்று வேண்டுகோள் விடுத்தேன். அது மட்டுமல்ல, இந்த பவுன்டேசன் மக்களுக்கு தேவையான மருத்துவ உதவியையும், கல்வி உதவியையும், எம்.ஜி.ஆரின் கருத்துக்களை, தத்துவங்களை இன்றைய இளைஞர்கள் மத்தியில் அனிமேஷன், மற்றும் மொபைல் போன் மூலம் எடுத்து செல்ல வேண்டும் என்று எடுத்துக்கூறினேன்.
நீங்கள் சொன்ன விஷயத்தை செவ்வனே செய்வோம் என்று உறுதியளித்தார் இதயக்கனி விஜயன் மற்றும் அவரோடு இணைந்து பணியாற்றும் திரு சிவப்பிரபு அவர்களும். இந்த வேண்டுகோளோடு இதயக்கனி எம்.ஜி.ஆர் பவுன்டேசனை தொடங்கி வைத்தேன்.

இந்த மேடையில் மதுரை சுகுமார் மற்றும் பல நண்பர்கள், எம்.ஜி.ஆரின் இரத்ததின் இரத்தமான உடன் பிறப்புக்கள் இதயக்கனி எம்.ஜி.ஆர் பவுன்டேசனுக்கு முதல் பண உதவி வழங்கினார்கள். இந்த தொகையை திரு வின்சென்ட் அசோகன் அவர்கள் இதயக்கனி விஜயனிடம் வழங்கி தொடங்கி வைத்தார்கள்.

இதயக்கனி மாதஇதழ் சார்பாக எம்.ஜி.ஆர் 97 என்ற நிகழ்ச்சி கடந்த 18, 19, 20 ஜீலை 2014 அன்று சிறப்பாக நடந்தது. மருத்துவ முகாமை பத்ம ஸ்ரீ திரு விவேக் அவர்கள் துவங்கி வைத்தார். கிடத்தட்ட 150 பேருக்கு காஞ்சிபுரம் டாக்டர் சத்யநாராயணன் அவர்கள் சார்பாக இதய பரிசோதனை, வயிறு, கல்லீரல், மண்ணீரல், சிறுநீரகம், குடல் பரிசோதனை, இரத்த பரிசோதனை செய்தார். சாய்ராம் மருத்துவமணை சார்பாக மருத்துவர்கள், மக்களுக்கு மருத்துவ பரிசோதனைகளை செய்தார்கள், பாலாஜி பல் மருத்துவமனை சார்பாக பல் மருத்துவ பரிசோதனை நடைபெற்றது, கோயம்புத்தூர் ரோட்டரி சார்பாக செயற்கைக்கை வழங்கும் விழா நடைபெற்றது. கிட்டத்தட்ட 3 நாட்களும் 1000 பேருக்கு மருத்து பரிசோதனை, மற்றும் மருத்துகள் கொடுக்கப்பட்டு, அவர்களுக்கு மேல் சிகிச்சைக்கு ஏற்பாடு செய்யப்பட்டது.

அதுமட்டுமல்ல, திரு தமிழ்மகன் உசேன் அவர்களின் புதல்வரின் இன்னிசைக்கச்சேரி சிறப்பாக நடைபெற்றது, திரு பாலையா அவர்களின் புதல்வரின் இன்னிசைக்கச்சேரி பேராசிரியர் திரு ஞானசம்மந்தனின் அறிமுக உரையோடு எம்.ஜி.ஆர் பாடல்கள் சிறப்பாக பாடப்பட்டது, சாய்ராம் கல்லூரி மாணவர்களின் சிலம்பாட்டமும், எம்.ஜி.ஆர் ஜானகி மகளிர் கல்லூரி மாணவிகளின் நடனம், பிரான்ஸ் எம்.ஜி.ஆர் பேரவையின் தலைவர் திரு முருகு பத்மனாபனின் பேரக் குழந்தைகளின் நடனமும் நடைபெற்றது. மாண்புமிகு முதல்வரின் சாதனைப் புத்தகங்களையும், தமிழ் வளர்ச்சிக்கு முதல்வரின் பணியை பற்றிய புத்தகத்தையும் திரு ராஜாராம் IAS அவர்கள், திரு இதயக்கனி விஜயனுக்கு வழங்கி சிறப்புரையாற்றினார்கள். நடிகர் திரு மயில்சாமி அவர்கள் விழாவில் பங்கு கொண்டு எம்.ஜி.ஆரை நினைவு கூர்ந்து சிறப்புரையாற்றினார்கள்.

பல்வேறு சிரமங்களுக்கு இடையே இதயக்கனி விஜயன், தனது நண்பர்கள், இதயக்கனி வாசகர்கள் முயற்சியோடு இந்த 3 நாள் விழாவை சிற்பாக நடத்தினார் 1000த்திற்கும் மேற்பட்டோருக்கு மருத்துவ உதவி வழங்க அருமையான ஏற்பாட்டை செய்திருக்கிறார்.

புரட்சித் தலைவர் அவர்கள் அரசியலில் பெற்ற வெற்றியினை தொடர்ந்து, திரைக்கலைஞர்கள் பலருக்கும் "அரசியல் பிரவேசம்" எண்ணம்/ஆசை உதித்தது. அவர் வழியில், ஆந்திர மாநிலத்தில், காங்கிரஸ் கட்சியை தவிர வேறு மாற்றுக் கட்சி இல்லாத அப்போதைய சூழ்நிலையில், தனிக்கட்சி ஆரம்பித்து என்.டி. ராமாராவ் பெரும் வெற்றி கண்டார். ஆனால், இந்த வெற்றியை அவரால் தொடர்ந்து தக்க வைத்துக் கொள்ள முடியவில்லை.

மக்கள் தலைவராம் நமது பொன்மனசெம்மலின் மறைவுக்கு பிறகு, அவர் கண்ட இயக்கமும், சின்னமும் இல்லாத காரணத்தால், தமிழகத்தில் தி. மு.க. வெற்றி பெற முடிந்தது. திரைக்கலைஞர்களாய் திகழ்ந்த ஜானகி அம்மையாரும், செல்வி. ஜெயலலிதாவும் வெவ்வேறு சின்னங்களில் போட்டியிட்டு ஆட்சியை பிடிக்க முடியவில்லை. தோல்வியைத்தான் சந்தித்தனர்.

தனிக்கட்சி கண்ட, பல வெற்றிப் படங்களிலும், புரர்ணப் படங்களிலும் நடித்த மறைதிரு. சிவாஜி கணேசன் அவர்களும் தோல்வியைத்தான் சந்தித்தார். சொந்த தொகுதியிலும் கூட வெற்றி பெற முடியாமல் போனது.

நடிகர் திரு. பாக்கியராஜ் அவர்கள் புதுக்கட்சி துவங்கி பின்னர் அதனை கலைத்தும் விட்டார். தமிழ் திரையுலகில், வெற்றிப்படங்கள் பல தந்த, அஷ்டாவதானி என்றழைக்கப்பட்ட நடிகர் திரு.டி. ராஜேந்தர் தனிக்கட்சி தொடங்கி துவண்டு போனது தான் மிச்சம். வில்லன் நடிகர் மன்சூர் அலி கானும் அரசியலில் நுழைந்து ஒரு கலகலப்பான நகைச்சுவையான சூழ் நிலையைத் தான் உருவாக்க முடிந்தது.

தெலுங்கு திரைப்பட உலகின் சூப்பர் ஸ்டார் என்றழைக்கப்பட்ட நடிகர் சிரஞ்சீவி யும் தனிக்கட்சி ஆரம்பித்து பின் சோபிக்க முடியாமல் காங்கிரஸ் கட்சியில் சங்கமித்து விட்டார். நடிகர்கள் கார்த்திக்கும், சரத்குமாரும் மத ரீதியான கட்சி ஆரம்பித்து பிற கட்சியினை சார்ந்து தான் இருக்கின்றனர். இவர்களை தொடர்ந்து, பிரபலமான கட்சிகளை சார்ந்துதான் திரைக்கலைஞர்கள் பலரும் இருந்தனர்.

1996ல் அப்போது நிலவிய சூழ்நிலையில், சூப்பர் ஸ்டார் என்றழைக்கப்படும் நடிகர் திரு. ரஜினிகாந்த் அவர்களும் தி. மு. க. மற்றும் த.மா.க. ஆகிய கட்சிகளுக்காக "வாய்ஸ்" கொடுத்தார். அந்த சமயத்தில் அதற்கு பலன் இருந்தாலும், தொடர்ந்து வந்த தேர்தல்களில் அவர் "வாய்ஸ்" கொடுத்ததற்கு மக்கள் பெரிய அளவில் reaction செய்யவில்லை.

தமிழக மற்றும் அந்திரா மாநிலங்களில், திரைக்கலைஞர்களின் அரசியல் ஈடுபாட்டின் தாக்கம், மெதுவாக வட மாநில திரைக்கலைஞர்களையும் தொற்றிக்கொண்டது. வட மாநில சூப்பர் ஸ்டார் என்று அழைக்கப்பட்ட, இந்திப் பட உலகில் வெற்றிப்பட நாயகன் என்று கருதப்பட்ட, ஏராளமான ரசிகர்களையும் பெற்றிருந்த "ராஜேஷ் கன்னா" தனிக்கட்சி தோற்றுவிக்க தைரியம் இல்லாமல் காங்கிரஸ் கட்சியில் இணைந்துதான் பதவியை பெற முடிந்தது. இந்த "அரசியல் ஈடுபாடு " தாக்கம், முகம்மது அசாருதீன், நவ்ஜோத் சிங்க் சித்து போன்ற விளையாட்டு கலைஞர்களையும் விட்டு வைக்க வில்லை. .

மற்றொரு இந்திப்பட பிரபல நடிகர் வினோத் கன்னா பாரதிய ஜனதா கட்சியில் இணைந்தே பாராளுமன்றத்துக்குள் நுழைந்தார். நடிகர் சத்ருகன் சின்ஹாவும் நிலையும் அவ்வாறே !

இந்திப்பட உலகில் இரண்டாம் கட்ட பிரபல நடிகராய் திகழ்ந்த ராஜ்பாப்பரும் அவ்வாறே. இவர் காங்கிரஸ் கட்சியை சார்ந்திருந்தார். இன்னொரு இந்திப்பட நடிகர் சுனில்தத்தும் காங்கிரஸ் கட்சியில் சேர்ந்தே பாராளுமன்ற உறுப்பினர் பதவியை பெற்றார்.

இந்தியத் திரைப்பட உலகின் கனவுக்கன்னி என்று வர்ணிக்கப்பட்ட நடிகை ஹேமமாலினியின் அரசியல் வாழ்க்கையும் பாரதிய ஜனதா கட்சியில் இணைந்ததன் மூலம் துவங்கியதே !

மக்களின் முன் எவ்வளவு தான் பிரபலமாக இருந்தாலும், அவர்கள் அரசியலில் சோபிக்க முடியாது என்பதற்கு கீழ்கண்டவர்களின் தோல்வி ஒரு சிறந்த உதாரணம் :

தமிழக மக்களிடையே, மறைந்து 27 வருடங்கள் ஆகியும் புரட்சி தலைவருக்கு நிலவி வரும் செல்வாக்கினை மட்டுமே நம்பி, தமிழக முதல்வர் ஜெயலலிதா அவர்கள் துணிந்து 40 இடங்களில் தனித்து நின்று, 37 இடங்களில் வெற்றி பெற்றதன் மூலம், மக்கள் திலகத்தின் மகத்தான சக்தியை நாட்டுக்கு நிரூபித்துள்ளார்.

மக்கள் திலகம் காலத்து அரசியலில், தமிழகத்தில் அவரது ஆதரவு அலையினால் மட்டுமே அவர் மகத்தான வெற்றியை தொடர்ந்து பெற்று வந்தார்.

ஆனால், தற்போது நடந்து முடிந்த பாராளுமன்ற தேர்தலில், மோடி அலை நாடு முழவதும் வீசியிருந்தாலும், தமிழகத்தில், புரட்சித் தலைவரின் vote bank உடன் கூடிய எழுச்சி அலையுடன், காங்கிரஸ் மற்றும் அதன் ஆட்சியில் பங்கு பெற்ற தி. மு. க. வின் எதிர்ப்பு அலையும் சேர்ந்து ஒரு மிகப்பெரிய சுனாமியாக உருவெடுத்தது தான் நிதர்சனமான உண்மை. மேலும், தமிழக முதல்வரின் கடந்த 3 வருட ஆட்சிக் காலத்தில் மக்களுக்கும் பெரிய அளவில் அதிருப்தி இல்லை.

காங்கிரஸ் ஆட்சி காலத்தில், நடைபெற்ற ஊழல்களையும், சோனியா காந்தி, தனது தனிப்பட்ட குரோத மனப்பான்மையில், இலங்கை தமிழர்களை கொன்று குவித்த கொடுங்கோலன் ராஜபக்க்ஷே அரசுக்கு ஆதரவாக இருந்த நிலையினையும், அதற்கு துணை போன தி. மு. க. வினையும்., ராமேஸ்வரத்தில் மீனவர்கள் தொடர்ந்து தாக்கப்பட்டு வரும் துர்ப்பாக்கிய நிலையினை கண்டும் காணாமல் இருந்த மன்மோகன் சிங் அரசின் மெத்தன போக்கையும், மக்கள் மறக்கவும், மன்னிக்கவும் தயாராக இல்லை.
